A licence is required, under the Riding Establishments Acts 1964 and 1970, for premises that are used for the provision of a business of keeping horses to let them out on hire for riding or for use in providing instruction in riding for payment or both.
 
It is an offence to operate an horse riding establishment, without a valid licence, or, in non-compliance with conditions attached to any licence issued.
 
Applications for licences can take two months to process because of consultations that may have to take place with emergency services, enforcement authorities and veterinary surgeon.  If continuity of the licensed renewal status is to be maintained, therefore, applications need to be made at least two months before the expiry of any existing licence. 
 
Licences normally last 12 months from the date of issue, unless previously revoked.  Applications should be made at least one calendar month before the date of expiry of an existing licence to qualify for the lower cost of renewing that licence.
 
Premises will always be inspected by a veterinary surgeon before a licence is issued and inspections to assess compliance with licence conditions may be made at any time thereafter - not just at the time of application for renewal.
