A licence is required, under the Breeding of Dogs Act 1973 as
amended by Breeding and Sale of Dogs (Welfare) Act 1999, for
premises operated as breeding establishments for dogs.
It is an offence to operate a breeding establishment, either
in commercial or domestic premises, without a valid licence, or, in
non-compliance with conditions attached to any licence
issued.
Applications for new licences can take two months to
process because of consultations that may have to take place with
emergency services and/or enforcement authorities.
Applications for renewal are normally processed within 20 working
days and, if continuity of the licensed status is to be maintained,
therefore, such applications need to be made at least one month
before the expiry of any existing licence.
Licences last for 12 months from the date of approval, unless
previously revoked. Applications should be made at least
one calendar month before the date of expiry of an existing licence
to qualify for the lower cost of renewing that licence.
Premises will always be inspected before a licence is issued
for the first time and inspections to assess compliance with
licence conditions may be made at any time thereafter - not just at
the time of application for renewal.

existing premises may require prior approval under Town and Country
Planning Acts and/or Building Regulations.
