• Development requiring 28 days notice to the Council
  These are minor developments. Operators have to give the Council 28 days notice of their intention to install equipment. The Council does not have a duty to consult with local residents over the submission of such applications.
• Development requiring prior approval of the Council
  Prior approval notifications are required for some masts, notably those below 15m high, or antennae, certain other equipment and public call boxes. Planning permission is not required, but the applicants are required to notify the Council of their proposals. The Council can not object to the principle of the development but has 56 days to comment on the siting and design. The applicant has to post a site notice.  Although there is no requirement to do so the Council has adopted the policy of advertising all notifications in the press, putting up our own site notice and notifying adjoining neighbours.
• Development requiring full planning permission
  This is for masts over 15m high and other developments that fall outside the permitted development limits. The Council consults local residents and parish councils in the same way as for other developments requiring planning permission. Although there is no requirement to do so the Council has adopted the policy of advertising all notifications in the press, putting up our own site notice

Factors considered when assessing proposals

• The following factors may be considered regarding proposals to site telecommunications developments:
• The site when viewed from any side, including from outside the District
• Its proximity to residential property
• The site in relation to areas designated for their scenic or conservation value
• The effect on the skyline or horizon
• The site in relation to existing masts, structures or buildings
• The siting in relation to landscape features and natural vegetation
• Any other relevant considerations
• The planning system is not the place to determine health safeguards. The Government's view is contained in advice in PPG8 published in August 2001 is that where a development meets the International Commission on Non-Ionizing Radiation Protection (ICNIRP) guidelines for public exposure then Councils do not need to consider the health aspects or concerns of telecommunications development further.

• A written description of the proposed development
• Plans and elevations of the proposals
• Evidence that the land owner has been notified of the proposed development
• Details of alternative sites considered
• Information about the purpose and need for the development
• Where the proposed development is near a school or college, evidence that the relevant body of the school or college has been consulted
• An emissions profile for the proposed equipment
• A statement that the proposed development, when operational, would meet the ICNIRP guidelines
