Parish Council - representation
All areas of South Staffordshire district are represented by
Parish Councils. There are a total of 27 Parish Councils -
all but nine are Warded i.e. broken down in to smaller
electoral areas due to their electorate size.
Full elections are held every four years at the same time as the
District Council elections. The last Parish Council elections
were held in 2011 - click here

How to become a
Parish Councillor
Outside of the scheduled elections held every four years,
vacancies do occur due to various reasons - resignation, death,
disqualification etc. If such a "casual" vacancy occurs, the Parish
Clerk has a legal duty to give public notice. The Parish Clerk will
discuss the vacancy with the Returning Officer of the District
Council and send him a copy of the public notice.
PROCEDURE
If a vacancy is showing above that you are
interested in, you should contact the appropriate parish clerk.
Many vacancies are filled by co-option by the Parish i.e.
appointed without an election being held. All “casual”
vacancies have to be advertised in the Parish (Ward) on public
notice boards and it is good practice to also advertise this
vacancy on the parish website - if they have one. Click on

STANDING
To stand for a Parish you have to have a
connection to the Parish by one of four ways, be qualified to stand
and not be disqualified - see below.
DISQUALIFICATION
A full list of disqualifications is listed in
Section 80 and 81 of the Local Government Act 1972, and includes
for example “a person who has been adjudged bankrupt or made a
composition or arrangement with his creditors”.
QUALIFICATION
- You have to complete a nomination paper
signed by a proposer and seconder from that Parish (Ward) you are
to stand for and state you are not disqualified;
- Be a Commonwealth Citizen or citizen of
Republic of Ireland or another European Union State;
- Be 18 or above years of age.
NOTE – the proposer and
seconder can be anyone “qualified" i.e. British etc, 18 or over ,
and not disqualified.
TO REQUEST AN ELECTION
An election can be requested to fill a
vacancy within 14 days (excluding weekends and bank holidays) from
the date of a Vacancy Notice being displayed. 10 Local
Government electors from that Parish (Ward) can submit a signed
form requesting this. See link below.
Once an election has been called, the
Returning Officer (RO) of the District will issue an official
notice called the ‘Notice of Election’ that asks for nominations to
be submitted by a set date. This is widely published within the
electoral area, i.e. the parish area.
The Returning Officer will issue a
comprehensive nomination pack to any interested persons wishing to
stand for election. If there are more candidates than
vacancies (after the close of nominations deadline) an election
takes place on a date set by the Returning Officer. This has
to be within 60 days of the date on the vacancy public
notice. Weekends and bank holidays are excluded from the
calculation of the election date. If it is not
contested, the RO will declare the candidate(s) elected
unopposed.
