In order to assist the Council in
achieving its key aims, Human Resources sets out to ensure that the
Council not only meets its obligations as an employer but also has
a workforce that is competent to deliver the required services in a
safe, legal and non-discriminatory environment.
The Council aims to recruit,
motivate and retain people of the right quality at the right time
and in the right numbers to meet current and future needs of the
Council. This work is to be performed in such a way as to stimulate
and advance equality of opportunity by eliminating discrimination
on the grounds of sex, race, disability, age, religious belief or
sexual orientation.
The Council is responsible
for the design and placement of all job recruitment and assists
with the preparation of job descriptions and person specifications.
Wide ranges of techniques are used including aptitude and
personality assessments.
Personnel
- To promote and sustain a good employee/employer climate which
allows the Council's objectives to be met. Ensuring appropriate
procedures exist for avoiding, or failing that, dealing with
disputes, grievances and other problems. To ensure proper
consultation and communication systems are in place for employees
and that a meaningful exchange can occur.
- To ensure employees are appropriately rewarded whilst meeting
the Council's objectives cost-effectively.
- The unit provides advice and guidance on all aspects of
employment rights whether it is national or local conditions of
service or employment legislation.
Training and Development
The unit prepares strategies,
which maximise employee skills, knowledge and potential for the
benefit of the Council and for personal development. By monitoring
improvements in performance, that achieve quality of service,
whilst maintaining employee motivation.
In order to ensure the Council
meets its organisational effectiveness the assessment of training
and development needs provides all employees with the opportunity
to develop their skills and potential to the full.
In a similar way the unit
undertakes training for elected members of the Council to ensure
they can perform their duties as Councillors to their full
potential.
The unit co-ordinates the
opportunity for work experience for students and pupils of local
schools and colleges who are seeking to broaden their knowledge of
the work environment.
