Conservation Area Appraisals
New and revised Conservation Areas with
Management Plans and Appraisals
South Staffordshire has 11 new and revised
village Conservation Areas, each with their own detailed Management
Plans and Appraisals. These were designated on 11 November 2010 and
the changed boundaries and Management Plans associated with each
came into immediate effect.
The original Conservation Areas in Blymhill,
Brewood, Codsall, Kinver, Lapley, Lower Penn, Pattingham,
Penkridge, Trysull, Wheaton Aston and Wombourne were all examined
thoroughly and, where considered appropriate, revisions were
recommended to their boundaries. In the case of both Codsall and
Trysull it was also felt appropriate to conjoin, respectively,
portions of Oaken and Seisdon to the revised original areas. Both
hamlets have strong historic and administrative links with their
neighbours and are joined to them by specially designated Buffer
Zones.
Buffer Zones
These Buffer Zones are also new. They are
adjoining areas in which inappropriate development would have an
adverse effect upon the character and integrity of the buildings
and land within Conservation Areas. Almost all of the newly
designated Conservation Areas have Buffer Zones. The Council will
seek to ensure that development within Buffer Zones preserves or
enhances the special interest of the conservation area and causes
no harm to that special interest. Buffer Zones are also seen as
being important in protecting accustomed views into and out from
conservation areas by ensuring that they remain protected from
inappropriate forms of development, and seeing that due regard is
paid to accustomed views in the formulation of public realm works
or enhancement schemes.
Management Plans
The management plan documents set out
a mid- to long-term strategies in the form of a series of
recommendations and guidelines for each conservation areas. They
have been informed by an accompanying character appraisal document
for the conservation area, which identified its special character
and concluded by outlining some of the issues that each faces. They
are presented in full as Appendix 1 to each management
plan.
Consultation
All of the revised Conservation Areas,
Management Plans and Appraisals have been the subject of extensive
consultation, including public displays and meetings in each
village affected and a day-long exhibition at the Council Offices
in Codsall on Thursday 7 October 2010, where both displays showing
any changes proposed to the conservation areas and copies of the
Management Plans were on display.
Further revisions
The designation of conservation areas remains
an important and effective means of identifying and protecting the
essential character of certain parts of South Staffordshire. There
are currently 19 such areas in the District. Progressively, over
the next two years, the remainder will be reappraised and specific
recommendations made regarding their future and management.
Conservation Area Management Plans & Appraisals
Copies of the adopted documents are available to download by
following the links below, which allow the documents to be viewed
or downloaded. In addition to the Management Plan documents, there
are also Townscape Appraisal Maps (TAMs), which show the revised
Conservation Area boundaries, and some villages also have maps
showing Locally Listed Buildings (LLBs) – ones recommended for
local listing.
