To provide a service to the Council
that includes the manufacture and supply of street nameplates made
to order.
Based on recent estimates the Council installs
around 150 nameplates per year however the total number in a single
year could vary between 100 and 200 units in total (we are unable
to guarantee a precise figure). In addition, other types of signage
(e.g. village nameplates or car park signs etc) may be required on
an ad hoc basis.
As the Council is committed to carbon
reduction, the use of suitable recycled materials may be
acceptable. Tenderers will be invited to put forward suggested
alternative options for the choice of materials used in the
manufacturing process.
The contract period will run for 3 years in
the first instance and expressions of interest are invited from
suitable companies who wish to be considered for invitation to
tender.

The provision of consultancy services (including
undertaking the design, contract document preparation, tendering
and supervision of the works) in respect of a tarmacadam service
road and a cellular plastic grid/gravel parking area that are to be
constructed at the Council’s new cemetery, located at Upper
Landywood/Strawberry Lane, Great Wyrley. A concept plan
has been prepared.
The construction work will involve:
- Regulating the surface (cut
and fill earthworks) to achieve levels to suit the landscape design
plan and the site road and car parking
- Constructing the road and
parking area (inc drainage)
- Constructing concrete
rafting for memorial headstone fixing
- Other associated
ancillaries
The contract documents, which will be required
to meet the Council’s approval, will include conditions of
contract, full engineering specification, construction drawings and
bills of quantities.
We will also require the appointed consultant
to undertake tendering in accordance with the Council’s procurement
rules and also to carry out critical stage inspections during
construction in order to ensure compliance with the specification,
acting on behalf of the Council.
Expressions of interest are invited from
suitable companies who wish to be considered for invitation to bid
for the provision of the consultancy services as outlined
above.

The Council is seeking quotations from suitably
qualified/experienced Wood Craftsmen that have
proven experience in developing and manufacture of high quality
work using green Oak/Chestnut. We currently have concept drawings
and base line dimensions for a timber constructed pedestrian
shelter, vehicular and pedestrian gates for the new cemetery at
Upper Landywood Lane and Strawberry Lane Great Wyrley.
It is envisaged that the contract will
comprise of-
Full design, development and
production of working drawings showing all dimensions of timber,
jointing/fixings etc.
Working drawings of
foundation details for gates and shelter (South Staffordshire
Council to provide soils compositions and compression strengths to
inform foundation detail design). The design will need to ensure
that the foundations are permanent with the ability for the
structure above ground to be capable of being removed for any
future repair without disturbance to the surrounding surfaces.
Providing appropriate
structural certification and supporting calculations for the
shelter and the vehicular gates, by the sub-appointment of an
approved qualified structural
engineer/architect.
- Providing sufficient
additional information as required to support the Planning
Process.
- Once the proposals are
approved by the Council, manufacturing all items and making ready
for installation.
- Delivering to site plus full
installation, including all necessary fixing and fittings as
appropriate.
- Provision of “as built”
drawings.

Please note that, if the closing date for
expressions of interest has passed, then no more applications can
be considered.
Should your company decide to respond to an advertisement and
express an interest in bidding for Council work, here are some
brief tips which you should bear in mind.
Background
We usually run two types of tenders - open and
restricted.
Under an open tender procedure all suppliers who respond to an
advertisement are supplied with tender documentation which they can
return as appropriate. This approach is usually followed when
purchasing standard items such as goods.
The restricted procedure can best be described as a two stage
approach in which the Council invites interested suppliers to
undergo a pre-qualification assessment before inviting them to
tender. The restricted route is normally used for non-standard or
large service requirements where it would not be economic for all
parties concerned, if too large a tender field was invited to bid
for the work e.g. consultancy contracts.
The tender documents you will receive usually consist of the
following:
- covering letter
- instructions to Tenderer - this document details
important administrative procedures relating to the tender eg.
dates and times, method of tender return, evaluation criteria to be
used in the selection of the successful supplier, details of where
tender queries should be directed.
- tender Questionnaire - this document covers basic
financial and technical information about your company eg.
accounts, insurance levels, etc.
- specification - this details the Council's
requirements and must be read carefully and complied with.
- contract Conditions - This document gives details of
the terms under which the Council wishes to do business. These
should be read carefully, since it is our policy to contract only
on its terms and conditions of contract.
Tips
Whichever procedure we follow, you should nevertheless read
the advertisement carefully and submit or request the information
required by the dates stipulated by us.
We normally require all suppliers to complete a questionnaire
detailing information about their financial/economic standing and
their technical capability. This usually covers information about
when your company was formed, what experience you have in providing
the goods/services/works being tendered for, details of where the
Council may obtain references on your company, and details of your
company's finances. As part of our environmental commitment we also
require you to comply with our sustainability guidelines and
complete a short questionnaire (see under Environmental Polices
below).
To ensure your bid is considered, you must:
- provide all the information requested
- make sure that you answer all questions
accurately
- return the information by the closing date
specified
Sometimes the information the Council receives from suppliers
is unclear or in need of further clarification. Once again you
should provide any additional information sought by the closing
date set.
The tender documents we send out to suppliers contain details
of our requirements. The documents, particularly the specification,
should be read carefully and all information completed fully and
accurately. If you do not understand any part of the specification
you should ring the Council Officer named in the tender
documentation and request further information. This must be done
before the tender period closes.

Health and Safety

Contracts to supply goods or services will only be awarded to
contractors who can satisfy the Council requirements in terms of
resources required and their health and safety competence.
Successful contractors/suppliers are expected to demonstrate
compliance with current health and safety legislation
including:
- a commitment to the health and safety of its
employees, clients and others
- up to date health and safety policies and
procedures
- adequate risk assessment procedures
- an adequate system of monitoring and reporting
accidents, incidents and ill-health
- access to competent health and safety advice
- contracts are monitored to ensure compliance with
contract standards and health and safety requirements.
