The government has launched the COVID-19 Additional Relief Fund (CARF) to support businesses affected by the pandemic who are ineligible for existing support linked to business rates.

The fund was originally announced in March 2021 with a support package of £1.5 billion, with South Staffordshire share being £1.8 million. 

This discretionary relief scheme is available only to reduce eligible business rates liability for 2021/22. 

Eligibility criteria 

These include, but are not limited to: 

  • The ratepayer is not eligible for the Expanded Retail Discount or Nursery Discount 
  • The rateable value of the property does not exceed £200,000 
  • The property is not located in an Enterprise Zone 
  • The ratepayer is not entitled to Small Business Rate Relief or Rural Rate relief at 100% 
  • The ratepayer is not entitled to mandatory relief (80%) and discretionary (top-up) of 20%. 
  • Property must be occupied 
  • The ratepayer confirms that they have adversely been affected by the pandemic 
  • The ratepayer is not subject to Subsidy Control 
  • The property is not excluded from a list of excluded properties as listed within the policy
