Taxi and Private Hire Driver Licences
Before you can drive a licensed hackney carriage or private hire vehicle you must obtain a driver's licence, if you do not have this licence and you drive one of these vehicles you will be committing an offence.
To be eligible to apply for a hackney carriage or private hire vehicle licence you must have:
- held a full UK Driving Licence for a minimum of three years;
- undergone an Enhanced Disclosure & Barring Service check;
- passed the Councils Taxi Test;
- attended an approved Child Sexual Exploitation & Safeguarding Awareness Training; and
- Passed a medical examination to group 2 standard
To obtain a licence, you must make an appointment to attend the Council Offices, you should bring the following documents with you:
- Application form
- Valid passport DVLA driving licence
- Birth certificate – if available
- Marriage certificate – if available
- Proof of National Insurance number e.g. P45
- Two recent passport size photographs
- Two documents (less than three months old) that shows your address
- The licence fee
IMPORTANT: If you do not have all the documentation required the application will not be accepted. All documents produced on application must be valid, bear the same name, address and date of birth.
You will be asked to complete a Disclosure and Barring Service (DBS) Form (or provide details of your registration with the DBS Update Service if already registered) in order for an Enhanced DBS Check to be undertaken and DVLA Mandate to allow us to check your driving licence details.
What happens next?
Once your DBS certificate is returned to you, you should make a further appointment to sit the Taxi Test - the test will covers areas of the Councils Taxi and Private Hire Licensing Policy and the Highway Code.
If successful, you can then arrange your medical assessment. This can be carried out either by your own registered GP or by the Councils nominated medical practitioner. We will provide you with a blank medical report which must be completed the doctor.
If you fail the test, you will be given the opportunity to retake it. If you fail three tests, your application will be refused and you will be unable to reapply to South Staffordshire Council for a period of 3 months from the date of the last failed attempt.
Once all of your documents have been checked and cleared and you have passed the required tests and provided your DBS certificate, your licence will be granted in accordance with the Councils Taxi and Private Hire Licensing Policy.
The Hackney Carriage and Private Hire Driver Licence Conditions are attached to each driver licence issued by the Council, were amended in April 2016 following a review of the licensing policy. Additional conditions can be attached a licence by the Licensing and Regulatory Sub-Committee as appropriate.
