Statement of Accounts - Public Inspection Notice 2017/18

The Council produces an annual Statement of Accounts after the end of each financial year. The
accounts go through a rigorous and independent external audit process before being approved by
the Audit Committee.
The Council's independently appointed External Auditor is Grant Thornton.
Each year the Council will advertise an inspection period consisting of 30 working days whereby any
interested person may inspect the accounts and supporting documents. The right to inspect
excludes documents that contain personal details about a member of staff, documents not relevant
to the accounts, or those documents otherwise legally protected.
Once the accounts are advertised, they cannot be altered without the consent of the External
People, who are eligible to vote in South Staffordshire, or their representative, also have the right to
question the External Auditor about the accounts for the year they are auditing and to raise an
objection if they think the Council has spent money unlawfully or has failed to tell the public about
something that ought to have been reported.
Objections to the External Auditor must be made in writing, stating why the objection is raised.

The period for the exercise of public rights commences at 9am on the 6th June 2018 and will conclude
at 4pm on the 17th July 2018.

The Statement of Accounts is unaudited and may be subject to change.
The Council's accounts are subject to external audit by Mark Stocks of Grant Thornton, Colmore
Plaza, 20 Colmore Circus, Birmingham, B4 6AT, telephone number 0121 212 4000.
(1) From 9am on the 6th June 2018 until 4pm on 17th July 2018 any person may inspect the
accounting records of the Council for the financial year to 31 March 2018, and certain
related documents (comprising books, deeds, contracts, bills, vouchers and receipts) at the
address given below; application should be made initially to the Corporate Director
(Resources), Council Offices, Wolverhampton Road, Codsall, South Staffordshire,WV8 1PX,
telephone number (01902) 696640. They may also make copies of the accounts and
(2) From 9am on the 6th June 2018 until 4pm on 17th July 2018 at the request of a local
government elector, the local auditor must give the elector, or any representative of the
elector, an opportunity to question the auditor about the accounting records of the Council.
(3) From 9am on the 6th June 2018 until the conclusion of the audit process a local government
elector for the area of the Council or his/her representative may object to the Council's
accounts asking that the auditor issue a report in the public interest or apply for a
declaration that an item of account is unlawful under section 28 of the Local Audit and
Accountability Act 2014. Written notice of the proposed objection and the grounds on which
it will be made must be sent to the auditor at the address given above and also copied to the
Council at the address given below.
