SAD - Where are we now?
South Staffordshire Site Allocations document (SAD) has been found sound.
We have now received confirmation from the Planning Inspectorate (PINS) that the Inspector has finalised his Report and that the SAD has been found sound, with the Modifications proposed and consulted on. Members will now be invited to formally adopt the SAD at a meeting of the Council later in the year once an update to our HRA has been completed. We hope this will be in August 2018. Once adopted, the SAD will form part of the Development Plan for South Staffordshire.

What is the Site Allocation Document, or SAD?
The first part of our Local Plan decided where the future growth would take place in the District – this is the Core Strategy and was adopted in December 2012. The second part, Site Allocations or SAD, looks at the most suitable sites – whether for example housing, employment, open space and recreation – to meet the aims of the Core Strategy.
In the Core Strategy we set out where future growth is planned. The main focus for growth is the nine main villages of Bilbrook, Brewood, Cheslyn Hay, Codsall, Great Wyrley, Kinver, Penkridge, Perton, and Wombourne. The local villages of Coven, Essington, Featherstone, Huntington, Pattingham, Swindon and Wheaton Aston are also identified for more limited growth.

Issues and Options - Completed

Representations - Completed
Consideration and analysis of comments received to the public consultations. You can view the representations that were made by residents, statutory bodies, developers and their agents. This includes comments made by County Highways on the proposed sites and the independent report of the Community Council of Staffordshire.
Site Selection - Completed
Additional information gathering; applying the methodology to sieve sites to identify the most suitable sites to be allocated; speaking with site promoters where necessary; checking the evidence base to ensure our approach is robust; and engaging with Members to agree the chosen sites.
Preferred Options - Consultation Completed
Consultation began on Tuesday 15th December 2015 and ended at 12 noon on Friday 12th February 2016 on the preferred site options for new housing, employment land and gypsy and traveller pitches.
Publication Plan (Pre-Submission) - Consultation Completed
The Site Allocations Publication Plan is the Plan that, after all the consultation and evidence gathering, we think contains the right policies and right sites for South Staffordshire. Public consultation on the Publication Plan has now ended and we are currently reading through the representations made. We are aiming to submit the SAD to the Secretary of State in late summer 2017. The SoS will appoint an independent Planning Inspector who will preside over a public Examination, which we hope will be in Autumn 2017.
SAD Submission and Examination - Completed
The SAD was sent to the Secretary of State (SoS) on Friday 15th September 2017. The SoS has appointed an independent Inspector, Stephen Pratt BA (Hons) MRTPI who will hold the public Examination into the SAD, its supporting evidence, and will judge whether it is legally compliant and ‘sound'. A number of public hearing session were held between 28 November and 8 December 2017. Consultation was held on proposed modifications to the SAD from 7 February until 21 March 2018.
Current Stage - Adoption
The Inspector has now finalised his report into the Examination of the SAD and it has been found sound. Councillors will now be invited to formally adopt the SAD and once adopted it will form part of the Development Plan for South Staffordshire.
