Managing roads and highways overview

This section provides information on the size and features of our highway network.

What is our asset management plan?

Our asset management plan details how we will manage the highway asset to ensure we achieve our priority outcomes, taking into account finance and the current asset condition, differing stakeholder needs, localised priorities and the benefits they provide.

managing-highway-assetThe asset management plan aims to optimise the use of available annual funding and attempts to balance the needs of the entire road network through objective priority setting criteria. 

These include condition data, projected deterioration rates, lifecycles, intervention times, treatment options and associated costs to inform an investment plan that provides the best value for money.

Forward programmes of structural and preventative maintenance schemes are then prepared and matched to available and forecasted budgets.

In the short term this can mean that some roads appear to be treated out-of-turn, but overall will mean that the maximum benefit is achieved from the financial resource available.

What does our highway network consist of?

  • Over 6,200km of roads
  • Over 4,500km of footways and cycleways
  • 200km of retaining walls
  • 50km of safety fencing
  • 1,200 bridges and culverts
  • 180,000+ highway gullies
  • 2.5million square metres of grass verges 

Who is responsible for motorways and trunk roads in Staffordshire?

Motorways and trunk roads are maintained by Highways England. Your can find further information on their website

Stoke-on-Trent roads are maintained by Stoke-on-Trent City Council but maintenance agreements may exist on some sections of public highway for activities such as winter maintenance
