Discretionary Council Tax Energy Rebate

In addition to the Energy Rebate for householders in occupied Council Tax banded A to D the Government has prepared a discretionary fund to provide support to other energy bill payers who are not eligible under the terms of the core scheme.

Are you eligible?

Residents in South Staffordshire who are not eligible for a payment under the core scheme will be considered for support via the discretionary fund if they fall into one of the following categories:

Category 1

Households in bands E to H who are in receipt of Council Tax Support on or after 1 April 2022.

Category 2

Households whose dwelling is valued in bands F to H subject to an alternative banding of E to G, due to a disabled person's reduction.

Households in bands E to H who are in receipt of a Council Tax carer/severely mentally impaired reduction

Category 3

Households in bands E to H who are not in receipt of Council Tax Support BUT the Council Taxpayer or partner are in receipt of any of the following means tested benefits on or after 1 April 2022:

  • Universal Credit
  • Housing Benefit
  • Income-based Job Seeker's Allowance
  • Income-related Employment Support Allowance
  • Income Support
  • Pension Credit
  • Child Tax Credit
  • Working Tax Credit
  • Disability Living Allowance Care Element, any rate
  • Disability Living Allowance Mobility Element, any rate
  • Personal Independence Payment Daily Living Component, any rate
  • Personal Independence Payment Mobility Component, any rate
  • Attendance Allowance
  • Employment Support Allowance
  • War Pension
  • Industrial Injuries Benefit
  • Carers Allowance

Category 4

Households who move into a property on the dates from 2nd April to 30th April 2022 and would have qualified for a mandatory payment but for the qualifying date, provided they have not received an Energy Rebate payment at another address.

Households where the energy bills payers are not liable for council tax. This will include households not liable to pay Council Tax because their landlord is, but they are still expected to pay for their energy.

Exclusions

Properties that have no permanent resident such as unoccupied properties or second homes will not be eligible. In addition, the liable council tax payer cannot be a local authority, a corporate body or other body such as a housing association, the government or governmental body.

Funding

Funding for the scheme is limited. Once all funding has been allocated then the scheme will be withdrawn.

Applying for the discretionary rebate

If you don't currently pay your council tax bill by direct debit we will need to confirm your payment details. You can now supply your bank account details on our online application portal.

The first step is to register to create an account and then you will be able to submit an application for a payment to your bank account.

Before you start you will need to have the following:

  • The account reference number, this is the 8 digit number starting 1 shown on your council tax bill
  • The property reference number for your home, this is the 7 digit number starting double zero shown on your council tax bill (please ignore the reference number provided on the Valuation Office Agency website as this doesn't include zero's at the start of the number)
  • Your bank account details
  • For Category 3, you will be asked to provide proof of being in receipt of the benefit.

We will process your application and make the payment once the details have been verified. Payments will take up to 2 to 3 weeks from date of application. You will be able to check the progress of your application by logging into your Grant Approval account.

The deadline for applications to be submitted is 31st October 2022.

Direct Debit payers automatic payment

Customers who meet the eligibility criteria in categories 1 and 2 and pay council tax by direct debit should will be paid automatically by the end June 2022.

If you receive an automatic payment but you think that you do not qualify you should contact the Council immediately by emailing rebate@sstaffs.gov.uk and let us know your name, address and why you think you should not receive the rebate
