The Chartered Institute of Public Finance and Accountancy (CIPFA) Prudential Code requires local authorities to produce a Capital Strategy to demonstrate how capital expenditure, capital financing and treasury management contribute to the achievement of corporate objectives.
The Capital Strategy of the Council is an important document outlining the objectives by which the Council undertakes its capital expenditure and maintains (or disinvests from) its asset base.
The Capital Strategy shall be reviewed on an annual basis and approved by Full Council alongside the MTFS.
