UKSPF - Community Fund

Funding of up to £25,000 is now available to not-for-profit organisations for schemes and project proposals in South Staffordshire. Please note that any project bids must be submitted by 30th September 2025, with all funding claimed by 31st December 2025. If you think your project may require planning permission, please seek confirmation of need or evidence that it is not required immediately to progress an application. As soon as funding is fully allocated this scheme will close.

The funding is aimed at supporting community projects and schemes to help places to thrive and create a healthy, safe and inclusive community. 

The council is seeking expressions of interest from eligible, not-for-profit organisations. 

This fund is separate to the Rural England Prosperity Fund which is only available for small business growth, community projects and farm diversification in particular eligible areas.

Guidance

Who is eligible to apply?

Eligible organisations must be not for profit which can include voluntary, community, charity and private sector organisations. Public sector organisations may also apply; Parish Councils, Higher and Further education.

Projects and schemes must be delivered by a legally constituted organisation that can receive public funds. 
 

What can the fund be used for?

Examples may include: 

Updating a community centre to better support the local users, adding green power, room separation and accessible facilities.

A charity-led scheme; property adaptation and delivery of adult day care sessions to support the local community.

Country park project; secure parking, EV points, cycle sheds, play equipment and café - creating open spaces for local use.

Renewable training scheme, equipment for student and apprenticeship skills attainment.

Employment or voluntary opportunities are expected with all capital projects or schemes.
 

When does the fund end?

All projects must be completed by 30th September 2025, to enable all reporting and project spend to be finalised by 31st December 2025.

Due to timescales, please ensure planning permission is in place or evidence provided to confirm none is required before applying for funding.
 

How will funding be awarded?

The maximum request is £25,000. The minimum request is £1,500. Funding will typically be limited to a maximum of 70% of the project’s total eligible costs. Organisations will be expected to provide a minimum of 30% match funding. 

Claims will be ineligible for payment if works are started, invoiced or paid before you have a signed, dated funding agreement in place.

The projects/schemes that can deliver the best outputs and outcomes for the district will be funded - we want to hear your ideas.

Funding will not automatically be offered. All expressions of interest will be carefully assessed and those that meet with the government interventions and the district’s needs will be invited to complete a full application.

The council is seeking project ideas that deliver the greatest environmental and social benefits to the community.

  • Mission 4: Break down barriers to opportunity
  • Mission 5: Build an NHS fit for the future

It then shows the three investment priorities for UKSPF (Communities and Place, Supporting Local Business, and People and Skills), their underlying themes and the sub-theme/scope of each. It shows how the five Government Missions will be delivered by UKSPF activity under each priority and theme.

Communities and Place

There are two themes under the priority of Communities and Place, these are Healthy, Safe and Inclusive Communities, and Thriving Places.

Healthy, Safe and Inclusive Communities supports:

  • Mission 2: Make Britain a clean energy superpower
  • Mission 3: Take back our streets
  • Mission 4: Break down barriers to opportunity
  • Mission 5: Build and NHS fit for the future

Its scope includes improving health and wellbeing, reducing crime and the fear of crime, bringing communities together and tackling homelessness.

Thriving Places supports Mission 1: Kickstart economic growth. Its scope includes development of the visitor economy, and high streets and town centres improvements.

Supporting Local Business

The Support for Business theme sits under the Supporting Local Business priority. This is the only theme under this investment priority.

Support for Business supports:

  • Mission 1: Kickstart the economy
  • Mission 2: Make Britain a clean energy superpower
  • Mission 4: Break down barriers to opportunity

Its scope includes advice and support to business, enterprise culture and start-up support, as well as business sites and premises.

People and Skills

The are two themes under the priority of People and Skills. These are Employability and Skills.

Both themes support:

  • Mission 1: Kickstart the economy
  • Mission 2: Make Britain a clean energy superpower
  • Mission 4: Break down barriers to opportunity

The scope of the Employability theme includes supporting people, including those who are economically inactive, to progress towards and into sustained employment and support for young people who are at risk of becoming NEET.

The scope of the Skills theme includes essential skills (including numeracy, literacy, ESOL and digital) and employment related skills.

UKSPF Outputs and Outcomes

UKSPF Output and Outcome indicators 2025-26

The purpose of this document is to set out the output and outcome indicators for 2025-26.  

As set out in the UKSPF Technical Note for 2025-26, the list of outputs and outcomes has been simplified for 2025-26. This is designed to make reporting streamlined based on simple counts of activity/outcomes.  

The following lists of output and outcome indicators can be used for all UKSPF projects to measure the activities that are being delivered with UKSPF support, and the outcomes that this investment generates. No changes have been made to the units of measurement or definitions. The outputs and outcomes have been grouped by how the indicator would be counted into the following indicator types: 

• Business and Community Assets 
• Enterprises 
• Events and Activities
• People and Users 
• Others

Output and outcome data will be collected at UKSPF sub-theme level as set out in the UKSPF Technical Note for 2025-26. 
Any of the listed outputs and outcomes can be reported under any of the sub-themes. 

For each of the indicators, the following information is provided:
• The indicator code and name for reporting
• The unit of measurement
• The definition of the indicator
