Public Spaces Protection Orders (PSPO's) have been implemented by South Staffordshire Council to tackle ongoing anti-social behaviour that is having a detrimental effect on the quality of life of those who live, work in and visit an area.
There is currently a data collection pilot happening along the Railway Walk and in Baggeridge Country Park to establish where off road or motorised vehicles are causing a nuisance. What are PSPO's?
PSPO's are within the Anti-Social Behaviour Crime and Policing Act 2014 and can be used to protect the public from behaviour that is having, or is likely to have, a detrimental effect on the quality of life of those in the locality and is persistent and unreasonable (or likely to be).
Where are the PSPO's and what are their focus?
This PSPO's are designed to address anti-social behaviour to meet various local needs which include:
- Railway Walk and Baggeridge Country Park - to reduce motorised vehicle nuisance on the railway walk and in Baggeridge Country Par
- Perton - to reduce unacceptable behaviour causing alarm and distress in the centre of Perton
- Wheaton Aston - to continue the gating order in Wheaton Aston and discourage the reoccurrence of anti-social behaviour along a footpath joining Broadholes to Pinfold Lane
- Iverley - to reduce fly tipping along Crown Lane.
The PSPO's outline prohibitions or requirements to be made in response to complaints from a range of sources including the public, businesses, Parish Councils and local Councillors.
The prohibitions within the PSPO's include:
- Riding off-road bikes; Riding any motorised or electric vehicle in a manner causing nuisance to others; Acting in an anti-social manner causing alarm, harassment and distress
- Acting in an anti-social manner causing alarm, harassment and distress; Using intoxicating substances (including alcohol, illegal highs and emerging drugs); Using BBQs and open fires
- Acting in an anti-social manner causing alarm, harassment and distress; Using intoxicating substances (including alcohol, illegal highs and emerging drugs)
- No fly tipping
- The PSPO which was served by South Staffordshire Council on June 4th, 2025 are in place for up to 3 years. Enforcement is immediate.
Enforcement of these PSPO's includes:
- The breach of the prohibitions outlined within the PSPOs is a criminal offence and offenders are liable to a Fixed Penalty Notice of £100.
- If unpaid or if the offender is caught in the location again, then the offender is liable to be prosecuted through the Magistrates court with a fine of up to £1,000.
