The UK is bound by the European Union Directive on the Landfill of Waste (99/31/EC) which sets mandatory targets for the reduction of biodegradable municipal waste sent to landfill. To help meet these requirements, the Government has established national targets for the recovery of municipal waste and recycling/composting of household waste. All authorities in England have been set statutory performance standards for recycling and composting household waste.

At the regional level, the Staffordshire Joint Waste Management Board (JWMB) incorporates Staffordshire County Council, Stoke-on-Trent City Council and the eight districts/boroughs within Staffordshire.
